Why is my bubbler on my HHO generator not bubbling?

I have install a HHO Gen on my Honda Passport. Everything works great except my vacuum is not pulling in any HHO because the bubbler isn’t bubbling! I’m stumped. I have added more than enough baking soda, even a little vinegar. What could be the problem?

    I would also consider using a different electrolyte mixture. Baking soda corrodes your electrodes very quickly. I use 3/4 tsp of Roebic drain opener. You can only buy it at Lowes. It is very caustic!!!!!! Be ultra careful when handling.

    Hho gas is separate container in fact your bubbler if in the pcv location only the vacuum that will.
